Dr. M.A. Mian Memorial Education Fund
Supporting masters-level education for staff of Mental Health Services, Cape Breton District Health AuthorityDr. Maqbul Mian spent much of his life dedicated to improving mental health services in Cape Breton. His vision was to change the focus of these services from inpatient, institutional treatment to outpatient, community-based treatment and support. He arrived in Cape Breton in 1964 and served as Medical Director for the Cape Breton Hospital from 1969 to 1994. When that psychiatric facility closed down in 1995, he assisted in planning efforts to integrate mental health services within a general hospital setting, gradually reduce unnecessary reliance on inpatient beds and enhance community-based programs.
Dr. Mian left an impression of kindness, generosity and professionalism with all who knew him. He was committed to a model of service delivery that was based on a multidisciplinary team and was respectful and appreciative of the contributions of each of the professions to patient care. In recognition of that commitment, the Cape Breton Mental Health Foundation created an education fund in his name that supports mental health clinicians who choose to pursue their education at the masters level.
Field of Study: Masters-level study in a recognized clinical program
Value: $1,000
Conditions:
- Applicants must be regular employees of Mental Health Services, Cape Breton District Health Authority for at least one year
- Applicants are required to provide proof of enrolment in a recognized masters clinical program and a letter of endorsement from the Director of Mental Health Services
- Successful applicants must agree to complete the masters degree within two years (if attending on a fulltime basis) or six years (if attending part-time)
- Nursing applicants may not receive funds from the Mary MacKenzie Fellowship during any year that they receive funds from the Dr. M.A. Mian Memorial Education Fund

Mary Mackenzie Fellowship
Mary Mackenzie was born on November 2, 1932 in Glace Bay, the youngest of nine children of Sarah (MacDougall) and Joseph Gillis. She was educated in Glace Bay and graduated from Morrison High School. In September of 1952, Mary entered the Halifax Infirmary School of Nursing and following graduation, did postgraduate study in Psychiatry at the Nova Scotia Hospital where she worked until 1961.
In June of 1961 on returning to Cape Breton, she joined the staff of the Cape Breton Hospital and in 1964 became Director of Nursing. She served in that capacity until her death in 1985. She was active in the Director of Nurses Association and was the Cape Breton Hospital representative on the Role Study Committee for a new Regional Hospital for Cape Breton.
From the smallest gesture to her most distant goal, Mary’s actions were primarily guided by a closely held set of values and beliefs which symbolized her integrity and exerted a positive influence on those with whom she worked.
The Mary MacKenzie Nursing Fellowship was established in 1985 and was dedicated to the memory of the late Mrs. Mary MacKenzie by her daughter, Jacqueline MacFadgen. Since that time, the Fellowship was awarded to many nurses wishing to pursue a specialty in mental health nursing. The Fellowship will be available until 2010, at which time all remaining funds will be directed to Child and Adolescent Services, Cape Breton District Health Authority.
